Sounds lovely, doesn't it? However, everyone is free to join it or not join it, without any consequences. And to prove the theory you mentioned earlier, my school has a very low school bullying rate. We are/were (now that I've graduated, I can't really speak in the present form anymore) a very tight pack, and even those who didn't join the hazing (such as me) are/were included in the group. Sure things can go terribly wrong, and they do go, but hazing can in some cases be a positive thing, as it creates school spirit. As for going underground, I think the article you quote contradicts you - it states that "80 percent of college athletes had been hazed" even though "hazing is against the policy of most colleges, and anti-hazing statutes exist in 38 states". I can't say for sure how intense supervision is, and maybe some sordid things still go on. Hazing is pretty regulated in Flanders, and I don't know about other cities, but in Ghent every hazing is supervised by someone not related to the student society. Swimming in animal organs or getting peed on really doesn't happen anymore. Just a bunch of silly first years having to sing stupid songs in the street smelling of eggs and garlic; or asking people to sign idiotic petitions. While I don't see the immediate use of it, I don't exactly think it's a pressing problem either.
